No boot ROM. We literally entered the program code 12 bits at a time using the bit switches on the front panel. I'm guessing (from my own personal experience) that the white paper affixed on the upper right has the binary codes for a bootstrap loader to operate a paper tape punch for input/output. Once that is entered via the switches, you can then load your program from paper tape.

Ah, the good old days . . . 8) are a foreign country now, for sure.
