U.S. General Considered Nuclear Response in Vietnam War, Cables Show

WASHINGTON — In one of the darkest moments of the Vietnam War, the top American military commander in Saigon activated a plan in 1968 to move nuclear weapons to South Vietnam until he was overruled by President Lyndon B. Johnson, according to recently declassified documents cited in a new history of wartime presidential decisions.

The documents reveal a long-secret set of preparations by the commander, Gen. William C. Westmoreland, to have nuclear weapons at hand should American forces find themselves on the brink of defeat at Khe Sanh, one of the fiercest battles of the war.

With the approval of the American commander in the Pacific, General Westmoreland had put together a secret operation, code-named Fracture Jaw, that included moving nuclear weapons into South Vietnam so that they could be used on short notice against North Vietnamese troops.

Johnson’s national security adviser, Walt W. Rostow, alerted the president in a memorandum on White House stationery.

The president rejected the plan, and ordered a turnaround, according to Tom Johnson, then a young special assistant to the president and note-taker at the meetings on the issue, which were held in the family dining room on the second floor of the White House.

“When he learned that the planning had been set in motion, he was extraordinarily upset and forcefully sent word through Rostow, and I think directly to Westmoreland, to shut it down,” Mr. Johnson said in an interview.

He said the president’s fear was “a wider war” in which the Chinese would enter the fray, as they had in Korea in 1950.

“Johnson never fully trusted his generals,” said Mr. Johnson, who is of no relation to the president. “He had great admiration for General Westmoreland, but he didn’t want his generals to run the war.”

The idea of being fined for crossing the road at the wrong place can bemuse foreign visitors to the US, where the origins of so-called jaywalking lie in a propaganda campaign by the motor industry in the 1920s.

A key moment, says Norton, was a petition signed by 42,000 people in Cincinnati in 1923 to limit the speed of cars mechanically to 25mph (40kph). Though the petition failed, an alarmed auto industry scrambled to shift the blame for pedestrian casualties from drivers to walkers.

Local car firms got boy scouts to hand out cards to pedestrians explaining jaywalking. "These kids would be posted on sidewalks and when they saw someone starting to jaywalk they'd hand them one of these cards," says Norton. "It would tell them that it was dangerous and old fashioned and that it's a new era and we can't cross streets that way."

Clowns were commonly used in parades or pageants to portray jaywalkers as a throwback to rural, ignorant, pre-motor age ways.

Another ruse was to provide local newspapers with a free service. Reporters would submit a few facts about local traffic accidents to Detroit, and the auto industry's safety committee would send back a full report on the situation in their city.

"The newspaper coverage quite suddenly changes, so that in 1923 they're all blaming the drivers, and by late 1924 they're all blaming jaywalking," Norton says.

Soon, he adds, car lobby groups also started taking over school safety education, stressing that "streets are for cars and children need to stay out of them". Anti-jaywalking laws were adopted in many cities in the late 1920s, and became the norm by the 1930s.

In the decades that followed, the cultural ascendancy of the car was secured as the auto industry promoted "America's love affair with the automobile". Car makers portrayed them as the ultimate expression of personal freedom, an essential element of the "American dream".

Meanwhile, an overriding goal of city planners and engineers became allowing traffic to circulate unhindered.

I heard this on a podcast recently. Yeah if stop and think about it, there was a time before cars were the norm and before everyone accepted that roads were primarily for motor cars. Pedestrians took it for granted that they had just as much right to the middle of the road, if not more, than these new noisy, dangerous interlopers in their newfangled contraptions.

If you look at what Americans have to say on issues such as immigration, the extent of white privilege, and the prevalence of sexual harassment, the authors argue, seven distinct clusters emerge: progressive activists, traditional liberals, passive liberals, the politically disengaged, moderates, traditional conservatives, and devoted conservatives.

According to the report, 25 percent of Americans are traditional or devoted conservatives, and their views are far outside the American mainstream. Some 8 percent of Americans are progressive activists, and their views are even less typical. By contrast, the two-thirds of Americans who don’t belong to either extreme constitute an “exhausted majority.” Their members “share a sense of fatigue with our polarized national conversation, a willingness to be flexible in their political viewpoints, and a lack of voice in the national conversation.”

Most members of the “exhausted majority,” and then some, dislike political correctness. Among the general population, a full 80 percent believe that “political correctness is a problem in our country.” Even young people are uncomfortable with it, including 74 percent ages 24 to 29, and 79 percent under age 24. On this particular issue, the woke are in a clear minority across all ages.
Youth isn’t a good proxy for support of political correctness—and it turns out race isn’t, either.

Whites are ever so slightly less likely than average to believe that political correctness is a problem in the country: 79 percent of them share this sentiment. Instead, it is Asians (82 percent), Hispanics (87percent), and American Indians (88 percent) who are most likely to oppose political correctness. As one 40-year-old American Indian in Oklahoma said in his focus group, according to the report:
It seems like everyday you wake up something has changed … Do you say Jew? Or Jewish? Is it a black guy? African-American? … You are on your toes because you never know what to say. So political correctness in that sense is scary.
The one part of the standard narrative that the data partially affirm is that African Americans are most likely to support political correctness. But the difference between them and other groups is much smaller than generally supposed: Three quarters of African Americans oppose political correctness. This means that they are only four percentage points less likely than whites, and only five percentage points less likely than the average, to believe that political correctness is a problem.

If age and race do not predict support for political correctness, what does? Income and education.
And who are the 8% who fall under "progressive activists" (that's their term, but you can read that as SJWs, the one group of Americans who are mostly in favor of "political correctness")?
Progressive activists are the only group that strongly backs political correctness: Only 30 percent see it as a problem.

So what does this group look like? Compared with the rest of the (nationally representative) polling sample, progressive activists are much more likely to be rich, highly educated—and white. They are nearly twice as likely as the average to make more than $100,000 a year. They are nearly three times as likely to have a postgraduate degree. And while 12 percent of the overall sample in the study is African American, only 3 percent of progressive activists are. With the exception of the small tribe of devoted conservatives, progressive activists are the most racially homogeneous group in the country.

More American Kids—Especially Those Without Private Health Insurance—Aren't Getting Vaccines

American child vaccination rates have dipped, according to U.S. Centers for Disease Control and Prevention (CDC) reports on preschool-age children and kindergarten students.

Coverage among pre-school age children is still about 90% nationally for the main vaccines, but the proportion of completely un-vaccinated two-year-olds rose from 0.3% of those surveyed in 2001 to 1.3% of those born in 2015. According to the CDC, about 47,700 children born in 2015 were not vaccinated against any of the 14 diseases for which shots are advised by age two.

The rates climb closer to 95% once children get to kindergarten, since most public school systems require most parents to vaccinate their children.

Unvaccinated groups of people can generate local outbreaks of diseases that can later spread across the country, affecting anyone who was unable to get vaccinated for any reason. Measles, for example, has been flaring up across the country even since it was declared eliminated in 2000.

The CDC reports, based on telephone surveys, found that vaccination rates are lower among children who lack health insurance or use the federal Medicaid program than among those with private insurance. They are also lower for rural children.
