One thing I noticed from my brief visit is that while Japan seems to be a nanny state in some ways, it is very much the opposite in others. I.e. cigarette vending machines. Not having helmet laws would fit right in with that.

Speaking of noticing Japan things and cigarettes. One thing I noticed while in Japan is how they emphasized no smoking outside, to the point that police patrolling had no smoking signs on their backs. Yet inside restaurants everyone was lighting up like chimneys.

To the best of my knowledge, no. It probably is mandatory for motorbikes or motorcycles though. Not for bicycles.

A deaf North Carolina man led officers on a 100 mph highway chase before being shot and killed by a state trooper, according to police radio communications.

Daniel Harris was shot and killed by Trooper Jermaine Saunders earlier this month after he did not pull over for a traffic stop until he arrived outside his home in Charlotte.

It is unknown what happened immediately before Saunders fired at Harris, though the 29-year-old’s family has suggested it may have stemmed from his disability.

No indication that he was armed or otherwise demonstrated a physical resistance. Other reports suggest the officer did not understand him. Lot back-and-forth on this one. On the one hand, shooting an unarmed and non-threatening individual is unjustified. On the other, a deaf man "afraid of cops" should have mechanisms in place when he drives. These include a simple card stating, "Hey, I am deaf, but I am so happy to comply with your commands." You break the speed limit, expect to be pulled over.

Cops really do not like it when you exit your vehicle before being told to do so. Likely to consider you a threat if you do, especially after you've led them on a 100 mph chase. They've already decided that you're fucked up in the head, so they are not going to give you a pass when you get out of the car at the end of the chase. Expect to be tasered at the very least.

I have not found a "definitive" version of the event. Just short details and comments. The deaf can drive--as explained by deaf people--and frankly 99% of the time I have been pulled over in the day or night it has been with lights--this includes at least three times when the police simply needed to get to a call. One was in a bumper to bumper. I look out my window wonder "what I did" and the cop looked out and shouted, "you're fine! We just need to make a call! Move when you can!" They knew no one could move--there was a divider on our left--they just wanted to establish precedence when the light changed.

They try to avoid "blaring the siren" since it is so obviously designed fucking loud. It also freaks people out.

The problem I have is assuming the charitable scenario that the guy was a dumbass willing to speed but so afraid of cops for . . . what reason? . . . he led the cop on a chase . . . what did he then do to merit getting shot? Attack the cop? Why is that not mentioned? "Brandished a weapon or It-looked-like-a-weapon-maybe-a-knife-or-a-tactical-nuke?" Why is that not mentioned?

I will update when more than that sort of speculation comes out. I am suspecting a "mutual fuck up" in that the victim should not have ran, should have simply pulled over and could have simply showed a card saying "I am deaf et cetera," and the cop did not have to use deadly force against a person who thus far demonstrated no evidence of being a threat to him or anyone else.

Well..purely from personal ignorance mind you...could be that after a 100 mph chase the cops already figure that the driver is dangerous. Unless they're on the Autobahn or something.

Learn something new everyday. I mistakenly assumed that since driving safety involves hearing what's going on around one, (you can get cited in some states for wearing headphones while driving) that folks with that particular impairment wouldn't be able to get a license. So, this brings up two questions: I've forgotten the first one and the second one is "How can we all have died at the same time?"

(I didn't say they were related to the topic. I'm alright: It's just a small inter-cranial bleed this time....)
