Here's the rub. After 9/11 many of the defense experts thought that NMD was dead because it was shown that more conventional and more practical means of deliveries were just as effective. Also, the major threat to the US are Islamist terrorists, which would not have access to long range missles.

In my opinion, too much money and effort was put into this project. I thought I heard spending was on the order of 50-60 billion. Maybe an order of magnitude greater than I'd be willing to commit. Not to mention that we broke treaties unilaterally to commit to this project.
