Overview

Bribery refers to the offering, giving, soliciting, or receiving of any item of value as a means of influencing the actions of an individual holding a public or legal duty. Still don't see any reason why it wouldn't meet the definition.

She may be off the hook because "corruptly" might mean trying to get some sort of unlawful benefit for oneself, whereas it isn't exactly clear how how Rosie herself would personally benefit from this. However it would obviously be illegal for the senators to accept this offer.
