Why should internet service be under the authority of the FCC anyway?

The FCC was set up to allocate a scarce resource (radio bandwidth). What relevance does that have to the internet?

Or does the word "Communications" in the agency's name confer universal authority over all communication?

What it comes down to is one's overall philosophy of government.

If the government has the authority and responsibility to predetermine all outcomes and plan all of humanity's future in advance, then "net neutrality" makes sense.
