Dunno where to put this factoid. As it's Poland (and China), here it goes:
Airline Asks Passengers to Chip in Money for Plane's Repairs During Delay on the Runway

Flying can already be pricey for passengers — and on one flight, the bill kept climbing when the airline asks flyers to pay for their plane’s repairs.

In Beijing, a LOT Polish Airlines plane needed a new pump to fly to Warsaw, and the flight turned to the 249 people on the plane to help finance it, according to Metro. The effort reportedly raked in about $350 in American money, and the flight had a 10-hour delay.

LOT Polish Airlines did not immediately reply to PEOPLE’s request for comment.

“We are at the international airport. I cannot believe that transactions take place here in cash under the table with the mechanic standing next to the plane,” Daniel Golebiowski, who was on the flight, said, according to Metro.

I think there are some cities where this is the case.

Unless someone beats me to it, I will pin this down later, including population numbers versus Luxembourg.

↑ Of course Luxembourg is handkerchief-sized. But it's an interesting start.

I looked at the list you provided, and in most cases the free travel is between specific points, not global. E. g., as you mentioned San Jose:
San Jose, California – The Santa Clara VTA runs a free bus in downtown San Jose connecting the San Jose Diridon Station with San Jose State University. This bus is called DASH. There’s also a free bus that connects VTA light rail, the Santa Clara Caltrain station, and the San Jose Mineta International Airport. This bus is route 10, called the Free Flyer.

That's an interesting idea. Not really comparable to a city that has one or two free bus routes.

One issue mentioned in the article:
The policy is yet to be fully thought through, however. A decision has yet to be taken on what to do about first- and second-class compartments on trains.
That's easy enough. The first-class compartment you still have to pay for.

I hope Luxembourg doesn't have homeless people. They might start living on the trains or the busses if it's free. That's one of the downsides. Wikipedia says there's about 1500 homeless people in Luxembourg according to a 2013 estimate. Doesn't sound like a lot, but relative to the population, it's a greater percentage than in the US. As an EU country, their borders are open.

Italy has the highest levels of corruption in Europe, study shows

Corruption is more costly to Italy than any other European country, leaving it lagging behind other western European nations.


The Italian economy loses 236 billion euros a year to corruption, which is about 13 percent of gross domestic product, or equal to 3,903 euros per inhabitant.

The figure is twice as high as that of France, where it’s equal to 120 billion euros and 6 percent of GDP, and that of Germany, where corruption costs 104 billion euros (4 percent of GDP).

The analysis was conducted by the American NGO RAND for the European Parliament.

89 percent of Italians think that corruption is “extremely widespread” in their country, with 84 percent convinced that it is “part of the business culture” of Italy.

The study highlights how, in Italy, the wasted money could resolve all of the country’s major social problems, Repubblica writes.

The figure was the same in more than half of European member states, with the same figures found in Bulgaria, the Czech Republic, Croatia, Cyprus, Greece, Hungary, Lithuania, Latvia, Romania, Portugal, Slovakia, Slovenia and Spain.

Basically the South and East parts of Europe.

I've been hearing that Italy seems to be heading for a Greece-like debt crisis in the not-too-distant future. Hard to know exactly when panic will set in, but when it does, things could get pretty bad.

Sicilian police moved to confiscate an array of assets including 65 properties and 19 cars from a notorious mafia boss as authorities underlined the new Italian government's pledge to crackdown on organised crime.

Police published pictures of a villa with a vast swimming pool and panoramic views overlooking Palermo, one of a handful of assets worth as much as €21 million (£18 million) seized from Mafia boss Pietro Formoso.

Formoso is a prominent mobster from the Misilmeri clan of Cosa Nostra, the Sicilian Mafia, who made his money from international drug smuggling and forcing Sicilian supermarkets to use meat supplied by the underworld.

Dozens arrested across Europe in massive mafia crackdown

At least 90 suspected mafia members linked to Europe’s most notorious organised crime syndicate have been arrested a mass, coordinated raids across Europe.

I'm sure it's originally measured in ppb or something like that, but they converted it to a number that estimates how much cocaine people are consuming? (Because it comes out in the pee?)

EU-Japan free trade deal cleared for early 2019 start

STRASBOURG (Reuters) - The European Union and Japan will launch the world’s largest free trade zone early next year after their economic partnership cleared a final hurdle on Wednesday.

Some 70 percent of European Parliament lawmakers backed the agreement that binds two economies accounting for about a third of global gross domestic product and signals their rejection of protectionism.

While they have agreed to start separate trade talks with the United States, both face trade tensions with Washington and their steel and aluminum producers remain subject to U.S. tariffs imposed by President Donald Trump.

EU Trade Commissioner Cecilia Malmstrom said the deal would bring clear benefits to EU companies and farmers. Japan’s parliament approved it on Saturday.
