Without going into all the details of the symbolism, it's Franco as El Cid, the national hero who drove out the Muslims.

The "Republican" side of the Spanish civil war being notionally equally as bad. And Franco sent by God etc ...

Much more than any other Fascist leader, Franco was real big on public displays of piety.
