I've started watching Black Lightning, and apparently the main villain happens to be an albino. Named Tobias Whale, I guess that's how he was originally written in the comic.

It's an unfortunate trope, but it comes probably from convenience over malice--it's a way of making a character look "off" without an obvious physical deformity. A deliberate invocation of the uncanny valley.
