I don't much care for Mr Carr because of his tax evasion and recent (predictable) narcissistic revelation that he is the real victim of it, but the joke is brilliantly cynical.
I recall one of my favorite, and now past, character actors who played the "El Jefe" in the wonderfully and literally campy Zorro the Gay Blade who, in response to a reminder that someone had the freedom to speak, screamed, "ARREST ALL WHO LISTEN!!"

A judge has given the go-ahead for a multi-million pound claim against Celtic FC over sex abuse allegations.
Lord Arthurson gave permission for 22 former Celtic Boys Club players to launch a US-style "class action" group claim against the club.
