In World war 2, we actually used something like that to good effect. There were fake tanks in Britain, to throw the Nazis off as to where the D-Day invasion was coming from. Just mock-ups that would look real from the air.

They had an entire phony Army Division in France -- including huge sound systems that could play recordings of everything from tanks moving to men drilling to people working on trucks, etc. And a radio hut to fake all the messages needed to keep a division running.
Fascinating stuff - though I don't think anyone out-did the British on that kind of thing (i.e., Project Fortitude, The Man Who Never Was, etc . . .)
