If "Raise 5" means that 9 was bet (call 4 raise 5), I fold.

If "Raise 5" means that 5 was bet (call 4 raise 1), I call.

If IF-THEN-ELSE is not allowed, then I fold.

That's sort of ambiguous, do you mean you are raising MLynn 20, to 30 total? Or that you are raising 10, to 20 total?

Legally the bet is now 20, as if there was a raise of 10.

When someone says "bet x" I consider it equal to the physical action of moving X chips forward...
